Libya's $20 Billion Oil Deal: A Game-Changer for the Country's Energy Sector (2026)

Libya's Oil Sector: A 25-Year Partnership with TotalEnergies and ConocoPhillips

Libya is set to embark on a significant oil development journey with two major international energy companies, TotalEnergies and ConocoPhillips, marking a 25-year partnership. This ambitious deal, worth over $20 billion in foreign-financed investment, aims to revolutionize Libya's oil production. The agreement, facilitated through the Waha Oil Company, is projected to boost production capacity to an impressive 850,000 barrels per day (bpd), generating net revenues exceeding $376 billion. This ambitious project is a testament to Libya's commitment to enhancing its oil sector.

Waha Oil Company, a subsidiary of Libya's National Oil Corporation, plays a pivotal role in this initiative. It operates five major oil and gas fields, supported by an extensive network of pipelines. These pipelines efficiently transport crude oil to the Sidra oil terminal and natural gas to processing facilities. The company's daily output typically ranges from 340,000 to 400,000 bpd under normal operations.

In addition to the oil development agreement, Libya is also set to sign a memorandum of understanding with Chevron, a U.S. oil major, and a cooperation agreement with Egypt's oil ministry. These deals are expected to further strengthen Libya's position in the global energy sector. Prime Minister Abdulhamid al-Dbeibah emphasized that these agreements reflect the strengthening of Libya's relations with its largest and most influential international partners in the global energy sector.

Despite being one of Africa's largest oil producers, Libya's output has faced disruptions since 2014, when the country split between rival authorities in the east and west following an uprising that toppled Muammar Gaddafi. This chaotic period has impacted the country's oil production, but the new agreements signal a significant step towards stability and growth in the oil sector.
